CASE STUDY
"Competitiveness analysis, business plan and preparation of a project application of Hemus M, Mezdra for funding under EU Operational Programme "Enhancing the Competitiveness of Bulgarian Enterprises", Scheme Technological Modernization of Large, Small and Medium Enterprises"
Hemus-M AD - Mezdra is a privatized medium-sized enterprise for extraction and processing of limestone, marble and granite rock-lining materials. Owned by a leading Greek company for the production and trade of rock materials. The company exports most of its production to the US, Europe and China. A major problem was the lack of sufficient processing capacity to optimize limestone production and technological readiness to accommodate larger and more complex construction and architectural sites for which additional capacity and specialized machinery were needed. A serious challenge was its market growth and the emerging economic crisis. The company urgently needed investment to improve its competitiveness and meet the reduced demand in a financial crisis. Productivity diversification was required as well as a significant reduction in the cost per unit of production.
Project Objective
Technological upgrading by introducing high performance machines for rock material extraction, cutting and polishing plates and automating the most labour-intensive operations. Reducing costs by reducing accidents, technology spoilage, and electricity and water consumption caused by the morally and physically obsolete technologies.
Activities of the HIRON's team
The consultants were entrusted with the preparation of a project proposal to provide funding. The most advantageous form of implementation of the project was the participation of the enterprise as a beneficiary under a technological modernization procedure under the EU Operational Programme "Competitiveness". More than 51% of the total investment could be funded under this programme, which ensured high returns and a short payout period. The consultants' activities were as follows:
* Defining the priorities and needs of the owners to build the enterprise's competitiveness. Analysis of compliance and eligibility of the project proposal for funding under the grant scheme and the rules announced in the tender;
* Assistance in formulating a project concept that best meets the specific objectives of the announced project application procedure and developing a successful project proposal that meets the criteria of compliance, eligibility and quality;
* Developing a full application form and all annexes to it according to the published requirements of the competitive selection procedure for technological modernization projects in small and medium-sized enterprises.
* The project proposal was approved in 2009 and a financing contract was signed in September of the same year.
